Dubai Initial Registration Platform: The Dubai Land Department (DLD) has launched a new Initial Registration platform designed to make property-related procedures more connected and efficient for real estate developers.
Launched on 3 September 2026, the platform brings project registration, real estate transaction registration and escrow account management into one digital journey.
The system also uses artificial intelligence to read documents, extract information and automatically fill in relevant fields, reducing the amount of manual data entry required from developers.
What Is the Dubai Initial Registration Platform?
The Initial Registration platform is a digital system developed by DLD to connect several key processes used by property developers.
Instead of handling project registration, transaction registration and escrow account management as separate processes, the platform brings them together within a connected system.
According to DLD, this can reduce repetitive data entry and document submissions while improving coordination between developers, the department and banks managing escrow accounts.
The platform also provides developers with a consolidated view of their projects and real estate portfolios.
How AI Is Used on the Platform
Artificial intelligence is one of the main features of the new system.
The platform can read documents such as:
-
Emirates IDs
-
Passports
-
Sales contracts
It extracts relevant information from these documents and uses it to populate fields automatically.
This reduces the need for developers to enter the same information manually and is intended to improve data accuracy.
The system can also process standard transactions automatically when they meet the required business rules. DLD states that qualifying registration transactions can be eligible for approval upon submission.
Platform Helps Identify the Correct Procedure
The Initial Registration platform also guides users through the process.
Users are asked a short series of questions to help identify the appropriate procedure. If information is missing, they can provide the required details while keeping the transaction open.
This means users do not necessarily have to restart an application because of minor missing information.
What Is Project 360?
Another feature of the platform is Project 360, which gives developers a consolidated view of their projects.
It brings together information including:
-
Unit status
-
Escrow accounts
-
Financial data
-
Project records
-
Early warning indicators
The information is intended to help developers monitor their projects and identify potential challenges at an earlier stage.
The platform also improves coordination between developers, DLD and banks responsible for managing escrow accounts.
One Account for Multiple Companies
The platform allows developers to manage multiple companies through a single account.
It also includes defined user permissions and separate roles for submitting and reviewing transactions.
This provides developers with a more structured way to manage their internal workflows and control access to different activities.
Reuse of Data Across Connected Systems
DLD says information entered into the platform can be reused across connected systems.
This is intended to reduce discrepancies between different records, including:
-
Sales records
-
Escrow account information
-
Ownership records
The connected approach also supports better monitoring and oversight of real estate projects.
Platform Was Introduced in Phases
Before the full rollout, implementation and user training were carried out in phases.
DLD says this process was used to prepare users and test workflows before the platform was fully introduced.
The department expects the system to support higher first-time application acceptance rates, reduce follow-up enquiries and minimise manual data entry.
Part of Dubai’s Wider Real Estate Digital Strategy
The launch of the Initial Registration platform is part of DLD’s broader efforts to develop digital infrastructure for Dubai's growing real estate sector.
The platform supports the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.
DLD says the system is intended to support growth in the number of real estate transactions and projects while improving digital services, data integration and governance.
What the New Platform Means for Developers
For developers, the main change is the move towards a more connected digital process.
The platform combines several activities in one system, uses AI to reduce manual data entry and provides a broader view of project information through Project 360.
Rather than simply introducing another digital service, DLD has positioned the Initial Registration platform as part of a wider effort to make Dubai's real estate processes more integrated as the sector continues to expand.
